Abstract This Regional Law establishes that Regional Cabinet of Ministers shall have the following plenary powers in the sphere of environmental protection: (a) participation in the realization of the federal policy of ecological development; (b) adoption of regional legislative acts and enforcement thereof; (c) participation in state environmental monitoring; (d) ecological education; (e) collection of environmental fees for negative environmental impact; (f) keeping of the regional Red Book of protected and endangered wild fauna and wild flora species; and (g) organization of regional protected areas.
