Abstract This Regional Law establishes legal, organizational and economic bases of realization of ecological education, awareness of the regional population, creates conditions for the formation of its ecological culture, and also defines powers of regional public authorities in the aforesaid sphere. Environmental education shall be intended continuous and purposeful process of obtaining knowledge, self-education, accumulation of experience and personal development, aimed at formation of value guidelines and norms of behavior, skills and abilities in the sphere of environmental protection and rational use of natural resources in order to meet the needs of present and future generations, strengthen the rule of law and ensure environmental security. Environmental awareness shall be intended dissemination of environmental knowledge and information about the state of the environment and the use of natural resources in order to form an environmental culture, promote respect for nature and rational use of natural resources. Ecological culture shall be intended a set of ecological consciousness and ecological behavior of a person, a way of organization and development of life activity in the system of value orientations and ecological knowledge, skills and abilities. The main principles of environmental education, awareness and formation of environmental culture shall be as follows: (a) systematic, comprehensive and continuous environmental education, awareness and formation of environmental culture; (b) accessibility and universality of environmental education, awareness, adaptability to the levels, characteristics and interests of various social and age groups of the population of the region; (c) innovativeness, focus of environmental education to solve practical problems to improve the quality of the environment and optimize environmental management; (d) openness and accessibility of environmental information; (e) regional orientation of the content of environmental education and awareness; and (f) unity of the regional educational and cultural space in the field of environmental protection, development and support of relations between institutions and organizations in the field of environmental education, awareness and culture.
