This Regional Law enters into force ten days after the date of its official publication.
Abstract

This Regional Law, for the purpose of implementing the constitutional rights of citizens of the Russian Federation, establishes the right to a favorable environment, lays down legal and organizational basis for the formation of ecological culture in the regional territory through environmental education and environmental enlightenment. Ecological education is targeted, continuous, unified process of educating and training the population, aimed at the formation of a system of value orientations, moral and ethical standards of behavior, obtaining special knowledge and gaining experience in the field of environmental protection, environmental security and rational use of natural resources. The formation of ecological culture in the region is carried out through environmental education events and environmental enlightenment, an integral part of which is ecological education. The basic principles of the regional state policy in the sphere of formation of ecological culture include: (a) universality, systematicity, complexity and continuity of ecological education and enlightenment; (b) the focus of ecological education on solving practical problems in the conservation and restoration of the environment, resource-saving nature management; (c) openness and accessibility of information about the state of the environment (ecological information); (d) coordination of actions of the regional state bodies, educational organizations, public associations, non-profit organizations, organizations carrying out environmental protection in protected areas of regional significance, and citizens; (e) consideration of the regional characteristics, including natural conditions and resources, environmental situation, demographic situation, cultural and historical traditions of the population, quality of life, intellectual and spiritual potential of the regional population when implementing state policy in the field of formation of ecological culture in the region; and (f) use of historical experience in solving problems of ecological education, as well as the experience of other constituent entities of the Russian Federation and other states.
