Abstract This Regional Law regulates certain issues related to ensuring the fertility of agricultural land on the regional territory, with the exception of land plots destined for gardening and horticulture, agricultural land directly occupied by on-farm roads, communications, ameliorative protective forest plantations, waterbodies (including ponds formed by water-retaining structures on watercourses and used for pond aquaculture), as well as buildings, structures used for the production, storage and primary processing of agricultural products. The powers of the Regional Government in the field of ensuring the fertility of agricultural land include: (a) adoption (publication) within its powers of regulatory legal acts in the field of ensuring the fertility of agricultural land, as well as monitoring their compliance; (b) approval of the regional state program containing measures in the field of ensuring the fertility of agricultural land; (c) appointment of the regional executive authority authorized in the field of ensuring the fertility of agricultural land; and (d) exercising other powers in accordance with the legislation of the Russian Federation and regional legislation. The powers of the authorized body in the field of ensuring the fertility of agricultural land include: (a) adoption (publication) within its powers of regulations in the field of ensuring the fertility of agricultural land; (b) development and implementation of a regional state program containing measures in the field of ensuring the fertility of agricultural land; (c) collection, compilation and submission of information to the state register of agricultural land; (d) participation in the implementation of state monitoring of agricultural land; and (e) production and supply of agrochemicals to owners of land plots from agricultural land.
