Abstract This Regional Law regulates the relations arising between subjects of the small business entities, performing economic activity in sphere of agricultural production, public authorities of the Russian Federation, regional public authorities, local government in sphere of development of family livestock-breeding farms in the regional territory, and also defines concept of family livestock-breeding farm, types and forms of the state support of development of family livestock-breeding. Family livestock farm shall be intended a production facility destined for growing and keeping of agricultural animals and (or) poultry, production of animal products, owned or used by a small business entity engaged in economic activity in the field of agricultural production. Family farms must meet the following requirements: (a) a family livestock-breeding farm must be located on a separate territory outside the settlement at a distance of not less than 500 meters from the boundary of the nearest household plot; (b) during the construction of a family livestock-breeding farm, reconstruction of a livestock-breeding farm and their operation, urban planning, environmental, veterinary and sanitary norms must be observed in accordance with the legislation of the Russian Federation and the regional legislation; (c) management of a family livestock-breeding farm must be carried out by the management of the family livestock farm shall be carried out by the owner (lessee) and members of his family who are related to him and (or) his property and jointly carry out production and other economic activities based on their personal participation; (d) permanent and seasonal employees may be hired to work on the family livestock-breeding farm. The number of hired permanent (seasonal) workers in family livestock farms during a calendar year should not exceed the following limit: (a) for family dairy farm - no more than 10 people; and (b) for family livestock-breeding farms of all types of production of animal products, except for dairy products - no more than 5 people. The objectives of the state policy on the development of family livestock-breeding farms shall be as follows: (a) creation of favorable conditions for the development of family livestock-breeding farms on the basis of small business entities; (b) increase in the production of animal products; (c) reconstruction of livestock-breeding farms and construction of family livestock-breeding farms; and (d) increase in employment and incomes of the rural population.
