Abstract This Regional Law establishes that Regional Legislative Assembly shall be competent authority in the sphere of lawmaking related to regulation of subsoil management. Regional administration shall be competent in the following fields: (a) realization of state programs related to exploration, development and mining; (b) setting up geological information databanks; (c) participation of state assessment of stock of minerals; (d) classification and registration of mineral deposits; (e) establishment of the modalities of concession of plots of subsoil of local significance for exploration and mining of common widespread minerals; and (f) establishment of the procedure for issuance and re-issuance of exploration and mining licences.
