Abstract This Regional Law establishes the rules for procurement of non-timber forest resources, including stumps, birchbark and tanbark, fuelwood, shrubbery, woody forage and spruce, fir trees and other coniferous species for New Year festivities. It shall be applicable to non-edible non-timber forest products. Felling of coniferous species for New Year festivities shall be authorized on special forest plantations and forest areas destined for clearing. Methods of procurement and harvesting of non-timber forest resources by citizens must prevent exhaustion of available resources, soil erosion and negative environmental impact.
