Abstract The present Regional Law is aimed at ensuring rational use and protection of land, conservation and creation favourable environment for human life and health, protection of the rights of citizens to land, improvement and state regulation of land relations, further development of various forms of economic activity on land and involvement of land into commercial turnover at the regional level. The Regional Law consists of 14 articles. Article 1 establishes plenary powers of the regional Legislative Assembly in the sphere of land relations. Article 2 establishes plenary powers of the regional Government in the sphere of regulation of land relations. Article 3 establishes the competence of local self-government in the sphere of land relations. Article 4 establishes plenary powers of regional executive bodies and local self-government as regards management of public land till the delimitation of state property on land. Article 5 specifies the cases of the concession of the plots of land free-of-charge. Article 6 establishes preferential terms for the purchase of agricultural land. Article 7 establishes preferential terms for the purchase of shares of common property on agricultural land. Article 8 regards natural and agricultural zoning and rate setting of land. Article 9 regards privatization of agricultural land pertaining to state and municipal property. Article 10 establishes minimum dimensions of the plots of agricultural land. Article 11 establishes total area of the plots of agricultural land. Article 12 establishes maximum area of the plots of land destined for subsidiary small-holding. Article 13 establishes the modalities of conformation of normative legal acts to the present regional Law. Article 14 establishes entry into force of the present Regional Law.
