Abstract This Law, within the powers of the Kabardino-Balkaria Republic, regulates relations in the field of land reclamation arising in the process of land reclamation activities. Land reclamation shall be performed in order to increase productivity and sustainability of agriculture, ensuring guaranteed production of agricultural commodities based on conservation and improvement of soil fertility, as well as creating the necessary conditions for involvement in agricultural turnover of unused and unproductive land and formation of a rational structure of land areas. Depending on the nature of land reclamation measures, Federal Law "On land reclamation" established the following types of land reclamation: (a) hydroreclamation; (b) agroforestry; (c) land clearance operations; and (d) chemical reclamation. Land reclamation systems and separately located waterworks in accordance with the civil legislation of the Russian Federations can be in private, state, municipal and of other forms of ownership. Land reclamation systems and separate waterworks shall be subject to mandatory certification. State monitoring of reclaimed land is an integral part of state land monitoring and is a system of observations of the state of reclaimed lands.
