Abstract This Regional Law regulates relations in the process of subsoil management with a view of mining of common widespread minerals and ensure protection of the rights of subsoil managers. The following types of subsoil management shall be authorized on the regional territory: (a) geological exploration and study; (b) prospecting and assessment of mineral deposits; (c) mineral extraction and mining; and (d) construction of subsoil installations non related to mining. Subsoil management shall be subject to mandatory licensing. Licences for subsoil management shall be distributed through tenders and auction sale. Subsoil management shall require payment of fees.
