Abstract The present Regional Law establishes the modalities of formation and expenditure of finances of regional budgetary ecological fund. Fund represents financial fund formed within regional budget on account of the profits of purposeful predestination and used separately for the solution of the problems of environmental protection at the regional level, renewal of environment, reproduction of natural resources, ensuring the right of the regional population to favourable environment. Revenues to the regional budget must be expended for the following purposes: 1) realization of regional special programs aimed at reduction of negative environmental impact, improvement of its state and ensuring ecological safety of the population; 2) financing of environmental protection activity not envisaged by federal and regional special programs including arrangements for ensuring ecological safety of the population and reproduction of natural resources and carrying out state environmental monitoring; 3) participation in the financing of activity for the prevention of disasters and liquidation of their consequences, as well as of the emergencies damaging environment.
