Abstract This Regional Law regulates relations aimed at ensuring agricultural land fertility by possessors, landowners, land users and land tenants and establishes powers of the regional executive bodies. It shall not be applicable to agricultural land plots allotted for gardening, horticulture and subsidiary smallholding. State regulation in the field of ensuring agricultural land fertility shall be performed as follows: (a) elaboration and implementation of regional state programs for ensuring soil fertility; (b) participation in the implementation of federal targeted programs for ensuring agricultural land fertility; (c) assistance in the performance of soil, agrochemical, phytosanitary and ecological-toxicological examinations; (d) stimulation of investments for conservation and reproduction of agricultural land; (e) promoting the development of agrochemical services through placing state order for manufacturing and supply of agrochemicals and pesticides to agricultural producers; (f) application of research results for improvement of agricultural land fertility; and (g) organization of control over reproduction of agricultural land fertility.
