Abstract This Regional Law establishes the measures of state support of personal subsidiary smallholdings in order to increase employment and improvement of income of the rural population, assistance to the development of food market, and establishes the powers of the regional state bodies in the field of state support of personal smallholdings. Personal smallholdings shall be conducted by citizens and persons living with him, family members for meeting personal needs on land plot allotted or purchased for conducting personal subsidiary smallholding. Agricultural commodities produced and processed by personal subsidiary smallholding shall be the property of citizens conducting personal subsidiary smallholding. Trade by citizens of agricultural commodities produced and processed by personal subsidiary smallholding shall not be considered entrepreneurial activity. Financial measures of state support of personal subsidiary smallholding shall be: (a) subsidies for partial compensation of interest rates for credits allocated for conducting personal subsidiary smallholding; (b) subsidies for partial compensation of expenditure related to the conduct of personal subsidiary smallholdings; and (c) other measures envisaged by regional and federal legislation.
