Abstract This Regional Law establishes organizational and legal provisions for protection of the population and territory, including environmental protection, against natural and technological disasters. The basic objectives shall be as follows: (a) prevention of the outbreak of natural and technological disasters; (b) reduction of losses caused by natural and technological disasters; and (c) mitigation of the consequences of natural and technological disasters. Territorial early warning system shall be integral part of the national early warning system. The population shall be granted access to information on the outbreak and progress of natural and technological disasters, including information on radiation and ecological safety and environmental security.
