Abstract This Regional Law regulates relations in the sphere of hunting and hunting management with a view of ensuring sustainable management of game, protection of legal rights and interests of hunting managers and conservation of national hunting traditions. The basic tasks of hunting management shall be: (a) conservation of national hunting traditions; (b) conservation and raising biological productivity of hunting grounds; (c) sustainable management of wild fauna species subject to hunting; (d) services related to hunting, tourism and recreation; and (e) meeting demands in wildlife products (Art. 4). Wild fauna species living on the regional territory in state of natural freedom shall be state property (Art. 5). Hunting grounds shall be classified as follows: (a) allocated to hunting managers for long-term management; and (b) hunting grounds pertaining to state reserve fund of wild fauna species subject to hunting (Art. 6). Indigenous small-numbered peoples of the North shall have priority rights related to traditional hunting, priority allocation of hunting grounds, preferential terms for hunting areas, hunting seasons and hunting species, and exclusive rights for hunting of specific game (Art. 11). Authorized state wildlife institution shall carry out state registration of species subject to hunting (Art. 16). In case of emergency situations (forest fires, environmental disasters) hunting rights can be restricted (Art. 20). Hunting grounds can be allocated in accordance with contracts (Art. 32).
