Abstract This Regional Law establishes that subsoil plots can be conceded for the following purposes: (a) mining; (b) exploration of mineral deposits; and (c) for construction of underground works. All the aforesaid activities shall require issuance of licence. In case of combination of the three activities a single general licence can be issued. The aforesaid licence can be issued upon prior consent expressed by the authorized state land institution. The applicant shall submit to the authorized state institution the following documentation: (a) application; (b) copy of state registration certificate (for legal persons and individual entrepreneurs); (c) certificate of indebtedness/absence of indebtedness issued by tax inspection; (d) data certifying financial availability of applicant; (e) prior informed consent by land institution or landowner; and (f) conclusion of state environmental audit.
