Abstract

This Regional Law establishes the categories of specialties employed by local municipal units (local government) which gives the right to receive land plots owned by the state or municipality for free use. Upon expiration of five years from the date of gratuitous use of a land plot allotted to a citizen, the land plot owned by the state or municipality will be transferred to a citizen free of charge in ownership provided that this citizen used such a land plot in the specified period of the previous five years in accordance with the established permitted use and was employed in the municipality and in one of the specialties listed by this Regional Law. The list of specialties granting the right to a benefit includes agriculture, forestry and fisheries, veterinary medicine and zootechnicians. The formation and allotment of land plots for free use or ownership to the abovementioned categories of citizens shall be performed free of charge without holding auctions. However, in this case, cadastral works for the purpose of formation of the land plot shall be carried out at the expense of the citizen concerned.
