Abstract This Regional Law regulates relations in the field of organization, protection and use of protected areas of regional significance, and also establishes categories of protected areas of regional and local significance in Kostroma region. To the categories of protected areas of regional significance include: (a) natural parks; (b) state nature reserves; (c) monuments of nature; (d) dendrological parks and botanical gardens; and (e) tourist and recreational areas. The category of protected areas of regional and local significance includes natural and cultural complexes. Natural and cultural complexes are territories with environmental, scientific, historical, cultural, recreational and aesthetic value and containing complexes and objects of natural and anthropogenic origin (natural landscapes, waterbodies and their coastlines, natural areas intended for recreation of the population, territories of healthcare institutions, individual natural objects representing historical, cultural or aesthetic value). Protected areas of regional significance are constituted on the basis of a scheme for the development and placement of protected areas of regional significance. Use of protected areas of regional significance is carried out on the basis of the principles of conservation of unique and typical natural complexes and objects, sightseeing natural formations, plant and animal species, their genetic fund, the study of natural processes in the biosphere, state environmental monitoring, environmental education and upbringing of the population.
