Abstract This Regional Law establishes the legal framework for breeding, keeping of honeybees, their use for pollination of agricultural entomophiles, manufacturing of apiculture products, honeybee protection, and ensuring protection of rights and interests of natural persons, individual entrepreneurs and legal persons performing apiculture on the regional territory. The scope of this Regional Law is to create conditions to meet the needs of the regional population in quality apiculture products, as well as ensuring rights and interests of citizens and legal entities in carrying out activities in the field of apiculture. This Regional Law addresses the following issues: (a) creation of conditions for breeding, keeping bees, their use for pollination of agricultural entomophile plants and fruit-bearing plants to increase their yields; and (b) promotion of the manufacturing of apiculture products. Apiarians shall have the following right: (a) to put stationary beehives on land plots pertaining to their property or under their tenancy; (b) to put mobile beehives on plots of agricultural and forest land plots or other plots of land upon written consent of the owners or tenants irrespectively of the place of registration of bee families; (c) to obtain state support, subsidies, incentives; and (d) to obtain state extension services. Apiarians shall have the following duties: (a) to register apiary at the competent state institution in place of location of the apiary; (b) to comply with veterinary, sanitary and zootechnical requirements for bee keeping; (c) to implement measures for bee protection; and (d) to be in possession of veterinary and sanitary certification of bees and apiculture products.
