Abstract This Regional Law regulates relations arising in the process of allocation out of the regional state budget of state social assistance to low-income families and low-income lonely persons residing on the regional territory. State social assistance shall be granted to low-income families and low-income lonely persons whose income per capita does not exceed minimum subsistence level set for the region. Provision of state social assistance is carried out in the form of: (a) a one-time social benefit; and (b) social benefits based on a social contract. State social assistance in the form of a one-time social allowances are provided in an amount that cannot be less than 500 rubles or more than three times the subsistence level per capita in the region established in accordance with the regional legislation. State social assistance on the basis of a social contract in the form of social benefits provided in the amount of not more than 80,000 rubles per year. State social assistance on the basis of a social contract shall be granted for a period from three months to one year based on the content of the program of social adaptation.
