Abstract The scope of this Regional Law shall be to set forth favourable conditions for efficient and sustainable management of reindeer ranching as part of traditional community wildlife management by small indigenous peoples of the North of the Russian Federation and other small ethnic communities. The main targets of legal regulation in the sphere of reindeer ranching shall be as follows: (a) setting forth conditions for ensuring sustainable development of reindeer ranching; (b) state support of reindeer ranching aimed at expanded reproduction of reindeer population; (c) state support of reindeer ranchers aimed at reimbursement of expenditure for reindeer ranching; and (d) institution of partial exploitation of nature management ensuring conservation of reindeer grazing grounds and pastures, ecosystems distinguished by excessive vulnerability.
