Abstract This Regional Law establishes legal grounds for the application of territorial system of ecological monitoring, its basic provisions with a view of carrying out environmental observation, prevention of negative environmental impact and mitigation of the consequences thereof and provision of institutions and the population with environmental information. Territorial system of ecological monitoring is a multi-purpose and multi-level measurement and information system finalized for environmental data collection, processing, storage and dissemination (art. 2). Ecological monitoring shall carry out the following tasks: (a) regular environmental observation; (b) development of environmental information systems; (c) assessment of the efficiency of environmental arrangements under way; and (d) provision of information to state bodies and institutions of the state of environment and environmental pollution (art. 3). Ecological monitoring shall be based on the following principles: (a) scientific substantiation; (b) continuity; (c) uniformity and consistency of measurements and data; and (d) reliability of and accessibility to environmental information (art. 4).
