Abstract The present Regional Law establishes legal basis for the Formation and utilization of special fund for support and development of scanty indigenous population of the North at the regional level for the purpose of socio-economic and cultural revival, conservation and development of the way of life and traditional economic activity of scanty indigenous population of the North at the regional level. Special fund is formed within the regional budget. The finances of Special fund are utilized to the amount of up to 50 percent for financing of long-term regional special program that envisages arrangements for socio-economic development of indigenous scanty population of the North at the regional level, incentives for enterprises and organizations engaged in traditional trades of indigenous scanty population of the North half of which employees is constituted by indigenous scanty population and for incentives to communities of scanty indigenous population of the North at the regional level.
