Abstract This Regional Law establishes the modalities, rules and norms of some types of forest management. Citizens shall be granted the right to timber extraction for individual personal needs without trade or re-sale thereof. Individual personal needs shall be considered: (a) housing construction; (b) repairs of residential facilities; and (c) heating of residential facilities. Citizens shall carry out timber extraction in accordance with purchase and sale contracts for forest species. In areas of traditional living and economic activity of indigenous small ethnic communities of the North, Siberia and the Far East of the Russian Federation they shall be granted the traditional rights of timber extraction for individual personal needs within established rates free of charge.
