Abstract This Regional Law regulates relations in the sphere of environmental protection and is aimed at ensuring right of citizens to protection of health and favourable environment. The following environmental objects shall be subject to protection against pollution, exhaustion, degradation, damages, destruction and other negative impact by economic and other activities: (a) land, soil and subsoil; (b) surface water and groundwater; (c) forests, vegetation, animals and other organisms forming genetic fund; and (d) atmospheric air. Priority protection shall regard natural ecosystems, natural landscapes and natural complexes, including objects of cultural heritage, that were not subject to anthropogenic impact. Regional state authorities shall be responsible for the performance of compulsory environmental audit. Environmental rate setting shall be carried out with a view of state regulation of environmental impact and assessment thereof in order to ensure conservation of favourable environment and to ensure ecological safety. State ecological monitoring shall be carried by competent regional institution on a regular basis. Ecological education shall be performed through dissemination of ecological knowledge on ecological safety, state of environment and management of natural resources.
