Abstract This Regional Law establishes the modalities of concession and rational management of plots of subsoil, containing widespread mineral deposits, for exploration and mining in accordance with mining licence. Concession of subsoil parcels can be granted in the presence of the following: (a) by the outcome of tender for the right of use of plot of subsoil for exploration and mining; (b) in case of discovery of widespread mineral deposit by subsoil manager in the course of exploration activity, except for cases when such activity was carried out in accordance with public contract for exploration of subsoil; and (c) in accordance with regional plan exploration of subsoil validated by the competent regional body.
