Abstract This Regional Law ensures the right of Russian nationals, foreigners and stateless persons to recreation and access to the objects of historical and cultural heritage. The scope of promotion of tourism shall be conservation of tourist resources. Tourism as a form of entrepreneurial activity shall be subject to mandatory licensing and certification. Tourists shall have the right of free access to tourist resources, including natural areas and objects of historical and cultural heritage, and protection of their consumer rights.
