This Regional Law enters into force ten days after the date of its official publication.
Abstract

This Regional Law establishes that citizens shall have the right to timber extraction for individual personal needs in accordance with timber purchase and sale contracts without allotment of forest parcels for heating, housing construction and maintenance of housing facilities. Rates of timber extraction for individual personal needs shall be as follows: (a) for housing construction – 200 cubic metres once-only per family; (b) maintenance and reconstruction of residential housing facilities – 25 cubic metres once in 10 years; (c) for construction and repairs of household outbuildings – 25 cubic metres once in 10 years; and (d) fuelwood for heating – 25 cubic metres per farmstead annually. Timber extraction shall be carried out in the form of clear cutting. Citizens shall have the right freely and free of charge collect and harvest edible and non-edible non-timber forest products and medicinal plants.
