Abstract This Regional Law establishes that citizens shall have the right of free stay in forests for the purpose of procurement of non-timber forest resources free of charge for individual personal needs without re-sale thereof. It shall be applicable to non-edible non-timber forest products for construction, reconstruction, repairs of residential facilities and heating of residential facilities. During their stay in forests citizens must comply with forest fire safety requirements, sanitary, afforestation and reforestation requirements. Felling of trees for the procurement of birchbark and tanbark shall be prohibited. Collection of birchbark shall be performed from dry stand, wind fallen trees and felled trees on felling sites all the year round. Fuelwood collection with diameter up to 8 cm shall be carried out all the year round. Stay of citizens on forests for procurement and harvesting of non-timber forest products can be restricted or prohibited in accordance with Forest Code.
