Abstract Article 14 shall be amended to add the following wording: “In order to monitor the condition of waterbodies, parts thereof and rational use of waterbodies, citizens shall have the right to monitor the condition of waterbodies, pertaining to regional and municipal property. Public monitoring of the condition of waterbodies may be carried out by means of formation of boards of trustees.
