Abstract This Regional Law regulates relations concerning timber extraction, collection and harvesting of edible (wild growing berries, nuts, mushrooms, seeds, birch juice) and non-edible non-timber forest products, collection and harvesting of medicinal plants by citizens for individual personal needs. It establishes that citizens shall be granted the right to procure edible and non-edible non-timber forest products and to collect and to harvest medicinal plants for individual personal needs free of charge. Timber extraction, collection and harvesting of edible and non-edible non-timber forest products, collection and harvesting of medicinal plants for individual personal needs shall not be considered entrepreneurial activity. Procurement of protected plant species and other non-timber forest products by citizens for individual personal needs shall be prohibited. Timber extraction by citizens for individual personal needs shall be authorized for heating, housing construction and unspecified purposes in accordance with purchase and sale contracts of forest species.
