Abstract This Regional Law establishes legal, organizational and economic grounds for ecological education and setting forth conditions for the formation of ecological culture of the population. Ecological education shall be based upon the following principles: (a) integration of ecological education and information;(b) consistency, complexity and continuity of ecological education; (c) openness and accessibility to ecological education; (d) regional orientation of ecological education; and (e) generality of ecological education ensuring involvement of all social and age groups of the regional population. Ecological education can be performed by public bodies, public authorities, local government, non-governmental entities, mass media and environmental institutions.
