Abstract This Regional Law establishes plenary powers of the regional administration in relation to water management, protection of waterbodies, application of water charges, monitoring of waterbodies, navigation and reservation of potable water sources. It also establishes exceptional cases of timber extraction as a result of forest fires, windfall and damages of forests by pests and diseases, and also in cases of natural and technological disasters. This Regional Law establishes modalities and rates of timber extraction by citizens for individual personal needs for housing construction, repairs of housing facilities and heating of residential facilities.
