Abstract This Regional Law is aimed at determination of powers, rights and guarantees ensuring the activities of village chiefs in rural areas, regulation of other issues of his status, some issues related to public participation in local government of rural municipal units, and also establishment of legal grounds for the functioning of public councils. Public council shall be intended one of the forms of public participation in local government in a part of the territory of a municipal unit. Village chief shall have the following powers: (a) assistance in the implementation of rights and legal interests of the residents of rural settlement by submittal of appeals, declarations and other documents to local government, state bodies, heads of enterprises, organizations and institutions on which depends the solution of issues concerning residents of rural settlement; (b) organization of socially useful works on voluntary basis; (c) assistance to local government bodies for identification of persons in need of social service; (d) assistance in holding meetings (conferences) of local residents for promotion of local initiatives; and (e) assistance to local government in application of primary fire-prevention measures.
