This Regional Law enters into force on the date of its official publication.
Abstract

This Regional Law, regulates the procedure for forest management in the regional territory for the purpose of harvesting food forest resources and collecting medicinal plants by citizens for their own needs, harvesting and collecting non-timber forest resources by citizens for their own needs, establishes the rules for the use of forests for hunting, the procedure and standards for timber extraction by citizens for their own needs, as well as exceptional cases of timber extraction on the basis of purchase and sale contract of forest plantations in the regional territory. It is prohibited to use for harvesting and collecting non-timber forest resources, for harvesting food forest resources and collecting medicinal plants, species of plants and mushrooms listed in the Red Book of the Russian Federation, the regional Red Book or recognized as narcotic drugs. Citizens shall be authorized to use forests for the purpose of harvesting and collecting for their own needs the following food forest resources, medicinal plants and non-timber forest resources: (a) wild-growing fruits, berries and fruits; (b) birch juice; (c) fern; (d) medicinal plants; (e) tree stubs; (f) moss, forest floor, fallen leaves and reeds; (g) bark and bast; (h) fuelwood; (i) branch feed, tree branches, shrubs and their parts; and (j) fir, pine, spruce boughs.
