Regional Law No. 14 on purchase and delivery of produce and commodities, execution of work and services for state needs.

The present Regional Law establishes legal and economic principles and determines the provisions for the formation, distribution and execution on contractual basis of orders for purchase and delivery of produce and commodities, execution of work and services for state needs by enterprises, organizations and institutions irrespectively of the form of property situated on the regional territory. Purchase and delivery of produce for state needs shall be carried out for the purpose of setting up and keeping state material reserves. Delivery and storage of foodstuffs for the purpose of ensuring food security can be carried out within the framework of meeting state needs. The Regional Law consists of 5 Articles Article 1 regards purchase and delivery of produce and commodities, execution of work and services for state needs. Article 2 establishes the main principles of the determination of composition and amount of produce and services, elaboration and realization of special programs. Article 3 regards formation and distribution of the amount of purchase and delivery of produce and commodities, execution of work and services for state needs. Article 4 regards incentives for purchase and delivery of produce and commodities, execution of work and services for state needs. Article 5 regulates dispute settlement and establishes liability for failure to execute purchase and delivery of produce and commodities, execution of work and services for state needs.
