This Regional Law enters into force on the date of its official publication.
Abstract

This Regional Law regulates the issues of nature management. Regional subsoil and mineral deposits, included hydrocarbons and other energy resources contained therein, shall be public property. Authorized types of subsoil management shall be as follows: (a) exploration and prospecting; (b) mining; and (c) collection of minerals for mineral collection. Subsoil can be conceded for combined management of more than one type of subsoil management. The period of concession of subsoil for exploration and prospecting shall be 5 years, for mining and extraction of common minerals for the period of management until exhaustion of mineral deposits. Exploration and mining shall be subject to licensing requiring payment.
