Abstract This Regional Law establishes plenary powers of regional state bodies in the sphere of forest relations. State Council shall have the following plenary powers: (a) adoption of laws and bylaws in the sphere of forest relations; and (b) other plenary powers assigned to regional legislative bodies. Governor shall have the authority to validate regional forest plans. Regional Government shall have plenary powers in the following spheres: (a) ownership and management of public forest parcels; (b) validation of rates of payment for forest resources and taxes for forest parcels; (c) timber extraction fees applicable to public forest; (d) application of forest use restrictions; and (e) conclusion of purchase and sale contracts of forest species located in public forests.
