Abstract This Regional Law regulates relations in the sphere of management of consumer and industrial waste with a view of waste prevention, and prevention of negative impact of waste upon environment. It shall not be applicable to radioactive waste, emissions to the atmospheric air, effluent waste water discharge to waterbodies, and waste resulting from mining and extraction of minerals. Waste management shall be based upon the following principles: (a) protection and rational management of natural resources; (b) minimization of waste production; (c) separate collection of waste; (d) priority of recycling of waste; (e) use of the best available technologies and practices for waste management; and (f) liability of natural and legal persons for environmental pollution by waste.
