This Regional Law enters into force on the date of its official publication.
Abstract

This Regional Law shall be applicable to inland waters, territorial sea and coastal fisheries. The scope of this Regional Law shall be conservation of biological diversity, rational use of aquatic biological resources and ensuring natural stock enhancement and repopulation, and also fulfilment of the provisions of international agreements on fisheries. Fishery management shall be based upon the following principles: (a) sustainable management and development of fisheries; (b) rational management of aquatic biological resources with a view of stable annual total allowable catch; (c) mandatory delivery of fish and fish products for processing and trade on the territory of the Russian Federation; and (d) equitable distribution of fishery plots and fishing quotas between managers of aquatic resources.
