Abstract This Regional Law assigns the following powers to the Regional Legislative Assembly in the field of ensuring biological safety: (a) adoption of regional laws in the field of biological safety; and (b) implementation of other powers in accordance with federal and regional legislation. Regional Government shall have the following powers: (a) coordination of the activities of the regional state executive bodies in the field of ensuring biological safety; (b) participation in the planning and implementation of anti-epidemic, antiepizootic, antiepiphytotic measures; (c) participation in the monitoring of biological risks and in assessing the effectiveness of the implementation of activities, aimed at ensuring biological safety, on the regional territory; and (d) information of local governments and the population about the implemented on the regional territory of activities aimed at ensuring biological safety.
