Abstract This Law governs the relations arising between agricultural producers of the Moscow region and other citizens and legal entities, regional public authorities, local self-government bodies of municipal units of the Moscow region in the field of agricultural development and integrated development of rural areas of the Moscow region in order to its effective, sustainable development. Regional agrarian policy is an integral part of the regional socio-economic policy, aimed at the integrated development of rural economy and rural areas of the Moscow region. Integrated development of rural areas shall be intended stable socio-economic development, increase in agricultural production, and improving efficiency of agriculture, achieving full employment of the rural population and raising the standard of living, rational use of land. At the same time, the formation and implementation of agrarian policy shall be performed proceeding from the purposes and principles of the state agrarian policy. The main objectives of agricultural policy are: (a) development of efficient agricultural production on the regional territory; (b) increasing competitiveness, including international, and ensuring the quality of agricultural commodities produced in the Moscow region; (c) development of exports of regional agricultural commodities, modernization and technical re-equipment of the regional agro-industrial production; (d) conservation and reproduction used for the needs of agricultural economy; (e) development of small and medium-sized businesses in the agro-industrial complex; (f) ensuring the integrated development of rural areas, employment of the rural population, improving standard of living thereof; (g) formation of an efficiently functioning market of agricultural commodities, raw materials and foodstuffs, increasing the profitability of agricultural producers and development of the infrastructure of this market; (h) creating a favorable investment climate and increasing the volume of investments in the field of agriculture; (i) monitoring the price index for agricultural commodities, raw materials and price index (tariffs) for industrial products (services), used by agricultural producers, and maintaining parity indices of such prices (tariffs); and (j) development of organic agriculture.
