Abstract This Regional Law establishes the legal framework for state regulation of ensuring the reproduction of the fertility of agricultural land, with the exception of land plots destined for gardening and horticulture, agricultural land directly occupied by on-farm roads, communications, ameliorative protective forest plantations, waterbodies (including ponds formed by water-retaining structures on watercourses and used for the purposes of pond aquaculture), as well as buildings, structures used for the production, storage and primary processing of agricultural commodities. Owners of land plots, land users, landowners and tenants of land plots have the right to: (a) carry out measures to restore the fertility of agricultural land along with the implementation of mandatory measures; (b) conduct soil, geobotanical and other surveys of agricultural land; (c) submit to the federal government agency information on the use and condition of agricultural land; (d) receive, in accordance with the established procedure, from the state register of agricultural land information on agricultural land plots; and (e) to exercise other rights, if their exercise does not contradict the laws and other regulatory legal acts of the Russian Federation.
