Abstract This Regional Law separates plenary powers in the sphere of energy saving and energy efficiency between Legislative Assembly and regional executive bodies. Legislative Assembly shall have the following competence: (a) lawmaking; and (b) law enforcement (art. 2). Regional government shall have the following competence: (a) realization of state policy; and (b) coordination of energy saving arrangements (art. 3). Regional state authorized institution in the sphere of energy saving and energy efficiency: (a) enforcement of regional energy saving and energy efficiency legislation; (b) data collection and reporting to federal authorized energy institution related to energy saving and energy efficiency; and (c) energy inspection of residential facilities (art. 4).
