Abstract This Regional Law establishes the modalities of procurement and harvesting of non-timber forest products by citizens for individual personal needs, including stumps, birch bark, fuelwood, cortex, woody forage and green vegetation. Citizens shall be granted the right of free access, free stay in forests and procurement and harvesting of non-timber forest products (except for coniferous trees and young growth for New Year celebrations) free of charge. Procurement and harvesting of non-timber forest products must be carried out by methods excluding damages and exhaustion of the aforesaid resources with the observance of forest fire safety regulations.
