Abstract This Regional Law is directed at ensuring sanitary and epidemiological well-being of the population in order to ensure the right of citizens to protection of public health and conservation of favourable environment. Regional Government shall be competent in the following spheres: (a) adoption of regional legislative acts and supervision over observance and application thereof; (b) introduction and abolition of restrictive arrangement in accordance with orders issued by chief regional sanitary inspector; and (c) introduction and abolition of quarantine in case of the outbreak of animal diseases (art. 4). The authorized state regional institutions shall carry out regularly socio-hygienic monitoring finalized to observation of the state of public health and the state of environment (art. 6).
