Abstract This Regional Law establishes the modalities of concession of the plots of subsoil for geological exploration and mining of common minerals. The list of common minerals shall be compiled and validated by the regional authorities. Plots of subsoil shall be conceded for the following purposes: (a) geological exploration, including prospecting and assessment of mineral deposits; (b) prospecting and mining of common minerals; (c) joint management – combination of geological exploration, prospecting and mining of minerals; and (d) for purposes not related to extraction of minerals. Subsoil management shall be subject to mandatory licensing. Periods of subsoil management shall be set forth as follows: (a) for geological exploration – for five years; (b) for prospecting and mining of minerals – for the period of exhaustion of mineral deposits; (c) for extraction of groundwater – for 25 years; and (d) short-term licences for mining – for one year.
