Abstract This Regional Law determines powers of the regional state bodies in the field of fishing and conservation of aquatic biological resources, and regulates the issues related to implementation of some powers of the Russian Federation in the field of protection and management of aquatic biological resources transferred to the regional state bodies. Regional state executive body in the field of fishing and conservation of aquatic biological resources shall have the following powers: (a) elaboration and implementation of regional state programs containing arrangements in the field of fishing and conservation of aquatic biological resources; (b) determination of landing sites for catch resulting from coastal fisheries and fish products processed on board of fishing vessels; (c) validation of fishing areas allotted in the internal sea and territorial sea of the Russian Federation; (d) application of restrictions on non-commercial fishing; (e) organization of auction sale of contracts for organization of industrial fishing, non-commercial fishing and fishing for indigenous peoples; and (f) distribution of fishing quotas.
