Abstract This Regional Law shall be applicable to natural and technological disasters with a view of protection of the population and territory against them. Protective arrangements shall be based upon principle of maximum utilization of available means and forces for prevention of natural and technological disasters and mitigation of the consequences thereof. Local self-government shall be responsible of the functioning and operation of early warning system in case of the outbreak of natural and technological disasters. Project documentation of hazardous, technically complex and unique objects and sites shall be subject to compulsory environmental audit in view of prevention of the possible natural and technological disasters.
