Abstract This Regional Law establishes powers of village chief, and ensures the guarantees of his activities, regulating also other issues of his status. Village chief is appointed by the representative body of the rural settlement or the urban district, of which it is a part, in conformity with the proposal by meeting of rural residents, from among the persons residing on the territory of the given municipality of rural area and having active voting rights. Village chief can be vested with the following powers: (a) assistance to local government in setting up a voluntary fire brigade within the boundaries of a given rural settlement and ensuring application of primary fire-prevention measures; (b) assistance to local government in organization of recreational activities in rural settlement; (c) participation in drafting proposals for improvement of the territory of rural settlement; and (d) participation in organization and performance of arrangements for activities of rural youth.
